I am certainly no video / audio expert. But I have used the Plextor  Converter with good results in converting VHS to DVD or various digital video formats. http://www.plextor.com/english/products/M402U.htm
No experience in trying to improve the quality during conversion. My trials have been  garbage in  /  garbage out.

Recently I tried using the Nero software that came with my USB DVD Burner.
I’m not all that impressed with it. The editing tools are a bit too simplistic and the
1 pass encoding degrades the quality by leaving artifacts in the video. The 2 pass
encoding is better quality, but it bogs down my computer.

Anyone know of a decent free DVD editor?
